Robert McLoughlin Managing Director
Robert graduated from University College Dublin with a Masters in Regional and Urban Planning (MRUP) following a Bachelor of Science in Landscape Horticulture from University College Dublin. Robert established RMLA in 2022 having previously led and managed the Irish operations of a multinational consultancy firm for 12 years.
Robert has extensive experience of practicing in the Irish planning system. His specific areas of expertise are town and urban planning, urban design /master planning, spatial and strategic plan making, landscape consultancy, economic and social development, retail planning, environmental assessment, regeneration and finance and funding.
Robert has worked on and managed large-scale public and private sector commissions and often acts as lead consultant for the planning phase of projects. He is recognised for his project coordination skills, with a clear focus on delivery of projects and provides end to end advice. From the initial project stage through to implementation he brings his creative and innovative skillset to each instruction.
Robert has been involved in all sectors of Town Planning including the management of the preparation of Planning Applications and Environmental Impact Statements; Planning Appeals; Retail Impact Assessments; Strategic Infrastructure Development Applications; Development Plan/Local Area Plan Submissions; Large Residential Development Applications; Feasibility Assessments; Spatial, Strategic and Economic Plans and Strategies; Retail Strategies; Building Height Strategies; Funding Applications and Business Cases. He has also represented clients at Oral Hearings.

Caoimhe Ní Raghallaigh Director
Caoimhe graduated from University College Dublin with a Masters in Regional and Urban Planning (MRUP) following a Bachelor of Arts Degree from University College Cork. She also completed a Post Graduate Diploma in Sustainable Energy from Trinity College Dublin where she achieved a distinction.
Caoimhe has extensive experience of working in the Irish planning system, with specific expertise in town and urban planning, notably healthcare projects. She is also recognised for her forward planning experience, including planning policy and guidance and business case advice on the delivery of projects, many of which from plans that she worked on.
Caoimhe has both project managed as well as acted as assistant project manager on a range of public and private sector commissions. She has a clear focus on the delivery of projects to the highest standards within set timelines and has fulfilled the role of key contact for numerous clients.

Muirenn Duffy Director
Muirenn graduated from University College Dublin with a Masters in Regional and Urban Planning (MRUP) following a Bachelor of Science in Landscape Horticulture from University College Dublin.
Muirenn is responsible for client and project management specifically working in the area of estate management advice. Her specific areas of expertise are project management, retail planning, urban design, landscape consultancy and environmental assessment.
Muirenn has first-hand experience of project management on multi-disciplinary teams and delivering projects to set timelines. She is involved in advising clients in respect of a variety of planning and development matters and has worked on a wide range of projects including the preparation of Planning Applications and Environmental Impact Statements; Planning Appeals; Development Plan/Local Area Plan Submissions; Feasibility Assessments; Due Diligence; Retail Assessments and Strategic Infrastructure Development Applications.

Brendan Boyle Associate Director
Brendan graduated from Queen’s University Belfast with both undergraduate and postgraduate qualifications in Environmental Planning and Town and Country Planning respectively. He also completed a Postgraduate Diploma in Environmental Management with GIS from Ulster University.
Brendan has extensive professional experience acquired in both the public and private sectors in Ireland and the UK. Having worked on large-scale public and private sector commissions, Brendan is recognised for his forward planning experience as well as his research experience in relation to economic issues. His other areas of expertise are town and urban planning, environmental assessment, economic and social development and development consultancy.
Brendan has a clear focus on delivery of projects to the highest standards within set timelines. From the initial project stage through to completion he has managed project team deliverables, engaging with the client and disseminating instructions. Brendan’s management experience coupled with his experience of working with multiple disciplines provides him with a broad knowledge of topics and an appreciation of how they interact with the planning system.

Simon Bradshaw Associate
Simon graduated from Technological University Dublin (formerly Dublin Institute of Technology) with a BSc. in Spatial Planning. He also completed an Advanced Diploma in Planning and Environmental Law from The Honorable Society of King's Inns, Dublin.
Simon has extensive experience of working in the Irish planning system and has worked in both the private and public sectors including in local (Meath County Council and Dún Laoghaire-Rathdown County Council), regional (Border Regional Authority) and national government roles (Office of the Planning Regulator). Simon is recognised for his extensive forward planning experience as well as his knowledge and utilisation of planning legislation for both forward planning and development management projects. His other areas of expertise are town and urban planning, retail planning, estate management advice and development consultancy.
Simon has also managed a range of projects, focusing on the delivery of high-quality outputs in a timely manner. From initiation through to the finalisation of projects, he provides effective communication with all parties involved. Simon's experience of working with, and managing, multi-disciplinary teams has also provided him with a broad range of knowledge that can be effectively utilised to provide advice on the planning system.

Rachel Lawler Senior Planner
Rachel graduated from University College Dublin with a Masters in Regional and Urban Planning (MRUP) following a Bachelor of Arts from the National University of Ireland, Galway.
Since graduating in 2021, Rachel has gained extensive experience within the Irish planning system, strengthening her expertise in research, analysis, and project delivery across a diverse range of planning projects. She possesses a comprehensive understanding of planning policy, legislation, and development processes, enabling her to provide informed and effective planning advice. Her methodical approach and commitment to quality ensures the successful delivery of complex planning projects.
Rachel’s professional experience includes the preparation of Spatial Plans, Planning Applications, Environmental Impact Statements, Development Plan and Local Area Plan submissions, Feasibility Assessments, Planning Appeals, and Due Diligence exercises. She has also developed specialist experience in retail planning, undertaking Retail Impact Assessments and Sequential Tests.

Alessia De Luca Graduate Planner
Alessia graduated from Technology University Dublin with a First-Class Honours Bachelor's Degree in Spatial Planning. Alessia started her career as an Intern Planner with RMLA during her final year of college, developing her research and analysis skills by reviewing Development Plans, assessing planning permissions and inputting into the preparation of planning applications . Alessia has gained a range of experience during her time with RMLA, particularly in the areas of Feasibility Assessments, Environmental Impact Assessment Reports, Planning Applications and Site Assessments. Alessia supports the RMLA team on a wide range of projects and continually seeks to advance her knowledge and experience of the planning system.

Eoin Ryan Graduate Planner
Eoin graduated from University College Dublin with a Master’s in Regional and Urban Planning (MRUP) following an undergraduate degree in City Planning and Environmental Policy (CPEP). Eoin started his career with RMLA, working in the Irish planning system and developing his planning knowledge, practical experience and research and analytical skills by assessing planning permissions and reviewing Development Plans / Local Area Plans. Eoin has gained a range of experience during his time with RMLA, particularly in the areas of Site Assessments and Planning Applications.

Liam Murphy Graduate Planner
Liam is in his final year of the Masters in Regional and Urban Planning in University College Dublin and is working as a planning graduate with RMLA.
Liam previously completed an undergraduate degree in Social Sciences (Geography and Economics) from University College Dublin. During his Master's Degree, Liam has covered a range of planning modules including Planning Law, Planning Methodology, Housing Policy and Planning, Urban Design, Placemaking, Environment and Sustainability and GIS for Policy and Planning. As part of the Urban Design module, Liam undertook project work examining the Portobello/Harcourt Street/Camden Street area of the South Inner City, including an analysis of building heights, land-uses, character areas, public realm, movement, public transport, SWOT analysis and identifying opportunity sites within the study area. Following the data gathering and survey and analysis work an urban design strategy was formulated for the study area.
Liam is in his final year of the Masters in Regional and Urban Planning in University College Dublin and is working as a planning intern with RMLA.

Eoin Quinn Graduate Planner
Eoin graduated from University College Dublin with a Master’s in Regional and Urban Planning (MRUP), following an undergraduate degree in City Planning and Environmental Policy (CPEP). He began his career as a Planning Intern with RMLA during the final trimester of his Master’s program, where he developed strong research and analytical skills through the assessment of Development Plans and assistance in preparing planning applications. Since joining RMLA, Eoin has gained broad experience across a range of planning projects, particularly in Feasibility Assessments, Planning Applications, and Site Assessments.

Michal Gluszek Planning Intern
Michal is a third-year student pursuing a bachelor’s degree in Spatial Planning and Environmental Management at Technological University Dublin, Bolton Street. He is currently gaining practical experience as a Planning Intern with RMLA, where he is involved in a range of planning and development projects.
Michal previously completed an internship with South Dublin County Council, where he assisted in the assessment of planning applications, carried out site visits, and prepared detailed planning reports. During this time, he also contributed to the Forward Planning team, authoring a research paper on the potential conversion of Institutional Zoned Lands to residential use and delivering a comprehensive overview of the Adamstown and Clonburris Strategic Development Zones (SDZs).
At university, Michal has studied a diverse range of subjects, including Urban Design and Masterplanning, Environmental Assessment, Planning Law, Applied GIS, Settlement Analysis, and Economics for Sustainable Development.
Michal is in Year 3 of his bachelor’s degree in Spatial Planning and Environmental Management at Technological University Dublin and is working as a planning intern with RMLA.

Louise Murray Senior Administrator
Louise brings a wealth of experience to the role of Senior Administrator having worked for over 12 years in the property acquisition, asset management and property services sections of a large multinational company. Most recently she worked for the Irish operations of a multinational consultancy firm for over 5 years, acting as Office Manager over its Town Planning Team based in Dublin.
Louise has extensive experience of working within the property and planning sectors. She understands the industry and the operational and administrative requirements of our range of clients. She also has first-hand experience of working in a corporate environment and understands the internal functioning and administrative systems of large companies which is invaluable to our corporate clients.
Louise manages the day-to-day running of the office and instigates processes and procedures within the business including data management, compliance certificates and company policies. She is available to Clients, setting up systems, dealing with invoicing and addressing any queries. She is also available to assist staff with queries and facilitates staff participation in continuous professional events.
